
MY PLEDGE TO THE CONSTITUENTS OF LUYANG
1) Good Governance & Citizen Participation

To encourage and empower Luyang constituents to assist in decision making, and to participate in the governance and development of Luyang.

By having periodic ‘Town Hall’ sessions together with the relevant government department / agencies to enable residents a channel of comment and feedback on current issues and developments relevant to Luyang.

By setting up a Luyang Complaints Bureau that have direct links with the Ombudsman set up by the government to investigate any public complaints on injustices and weaknesses in Ministry, Department and Government Agency services

Annual budget and Treasurer’s Report of the ‘Wakil Rakyat’ Fund to be made accessible to Luyang so it is transparent as to how the funds are spent.

To set up a dedicated Hotline/Whatsapp line or Mobile App to enable Luyang constituents to lodge complaints via Smartphone.
2) Enliven the Luyang Economy

To encourage an environment that is conducive to a vibrant economy and livelihood based on the people’s daily experiences, which is supported by both the Barisan National and MCA manifestos.
a) Introducing Luyang as a Tourism Hotspot.

‘Gazette’ the recently discovered World War II Japanese Tunnel at Kg Kopungit as a credible tourist attraction, and enable the surrounding residents to set up support businesses and services, thereby increasing job opportunities and sources of income.

To brand Foh Sang as Sabah’s China Town, a modern and vibrant centre of Food and Beverage, Community, Youth and Culture.
b) One-stop Information & Support Unit

Provide a One-stop Service & Information Hub, that streamlines all services, information, opportunities and assistance to youths, such as career guidance, job / Technical and Vocational Education Training (TVET) opportunities, digital training / opportunities in line with government policies, from other GLCs and private corporations.

To assist in disseminating information and applications of any benefits available to the community, i.e. BR1M, 1Malaysia Training Scheme (SL1M), etc.

One-stop link to facilities within the MCA initiatives such as the Belt and Road Initiative, the KOJADI Co-operative Bank, and the Secretariat for the Advancement of Malaysian Entrepreneurs (SAME) for SMEs and Entrepreneurs, as well as other government agencies, GLCs and private corporate initiatives.
3) Improving Quality Of Life for all
a) To propel Culture, Creative and Performing Arts

To fully utilise the 500 seat capacity theatre at Wisma Kebudayaan dan Seni Kebudayaan Sabah by:

Enlisting both Sabah State Art gallery and Arts & Culture Centre to engage local artists, as well as promote exchanges in and out of the region.

Opening its doors to schools and other relevant establishments for exhibitions and the production of plays and dramas.
-
Aiming to create a full and published calendar of events and on-goings at this facility, with the intention to create vibrancy.
b) Luyang to be an Environmentally Friendly and Green Eco-suburb

To further upgrade walk ways to encourage better access to local shops, incorporating access for the disabled and prams.

Bicycle lanes and Bike Lock stations for safety of riders
-
Electric powered busses running on a circuit between Residential areas and key commercial areas within Luyang.

To promote and support the practice of recycling home waste
-
Better management of recycled waste collection centres
-
Beautification and maintenance of parks and open spaces
d) To develop a Multi Storey Car park and Mini Mall inclusive of:

Mini UTC

Police station
-
Basic health services I.e. Clinic 1Malaysia
-
‘Digital’ trendy cafes
c) Sports / Recreational Centre

To elevate the existing Dewan Luyang (Town hall) from an underutilised facility, into a well managed centre for Sports and Recreation.

To upgrade the centre with air conditioning, additional seating, electronic score boards and improved Basketball court and equipment.
-
Bring to Luyang the major basketball tournaments, (and other activities) which are currently held in Dewan Community Kota Kinabalu.
d) To Provide for Elderly and Infant Residents.

Establishment of recreational activities at Senior Citizen Centres, equipped with Crèche or play centres for infants.
